Analysis of the Disabled-Friendly City Ordinance

This study aims to analyze the content of 15 disability-friendly city ordinances that have been introduced since 2019 and suggest improvement directions and considerations. As a result of the analysis, first, the disability-friendly city ordinances have isomorphism, but there were differences depending on regional conditions. In terms of ensuring effectiveness, Gyeonggi-do's regulations on test competition projects, management and supervision, and professional personnel may be useful. Second, in terms of comprehensiveness, Changwon City (69 points), Pyeongtaek City (64 points), and Gwangju (63 points) had a wide definition scope and relatively dense regulations. In terms of effectiveness, Pyeongtaek City (67 points) and Changwon City (67 points) have a higher proportion of mandatory regulations than optional regulations, so they can be evaluated as having high effectiveness. Based on these results, the analysis framework for ordinance analysis, considerations when introducing ordinances, perspectives on approaching disability-friendly cities, and discussion points on alternative disability-friendly projects were provided. Finally, suggestions were made for follow-up research.
