Case Study on the Allocation of Budget by Local Government for Regional University Competitiveness

This study conducted a case study to address the structural problems of local universities that play a pivotal role in fostering local industrial personnel in regions where the school-age population is decreasing and securing local tax revenues is difficult. For this study, we conducted research by selecting and comparing areas in special autonomous regions recently granted financial and special autonomy to prevent regional extinction and promote regional development. We focused on universities in these areas, including national and private universities and those benefiting from state-funded and local government-supported projects. This case analysis has led to the conclusion that the field of higher education, particularly in relation to regional development plans, will continue to expand as the era of local autonomy progresses. This expansion, however, may lead to an imbalance in distribution to local universities. To counter this, the development strategy of local universities will need to align with the development strategy of local governments. In this context, the adoption of a long-term distribution strategy by local governments is not just essential, but also urgent.Immediate action is needed to ensure that local universities continue to be at the forefront of fostering development across various sectors within the region and in generating employment opportunities.
