The Impact of Contextual Factors on Community Policing in Nigeria: A Qualitative Exploration

Community policing in Nigeria faces significant challenges due to societal factors that hinder its effectiveness by impacting officers' job commitment. This study, therefore, explored the contextual challenges impacting officers’ job satisfaction and commitment. The paper adopted the phenomenological methods, which included in-depth interviews and focus groups employed for data collection and thematic analysis to unveil recurring patterns in the data. The work adopts Herzberg's Two-Factor Theory and Open System Theory, which argues that: (i) hygiene factors, such as work environment lead to job dissatisfaction, and (ii) organizations are influenced by external factors and must adapt to their environment to thrive. Hence, the study draws on these theories to understand how contextual challenges affect officers' job satisfaction and commitment to community policing. Findings revealed multifaceted challenges in the job context, including societal attitudes towards law enforcement, socio-political dynamics, and economic constraints. Participants highlighted low public trust, fear of reprisal, political elitism and perceptions of policing as oppressive impede effective policing. Cultural norms such as deference to authority in some regions of the country or resistance to police in others further complicate community policing efforts. There is, therefore, the need for collaborative, transparent, and accountable community policing to rebuild trust and enhance cooperation. Structural changes and police reform are crucial, along with addressing corruption, promoting cultural competence among officers and addressing societal attitudes towards law enforcement through education.
