Can Government Procurement Incentivize Green Technology Innovation?

Green innovation is an important starting point for implementing the new development concept and a powerful driving force for building a new development pattern. This paper empirically examines the impact of government procurement on enterprises' green technology innovation by constructing a two-way fixed effect model based on the data of government procurement orders and enterprises' patent data from 2015 to 2020. It is found that government procurement can significantly promote enterprises' green technology innovation level. Under the fair competition review system, compared with government procurement in other places, local government procurement can significantly promote enterprises' green technology innovation. Further differentiating the heterogeneity of enterprises, the results show that the green technology innovation effect of non-state-owned, small-scale and high financing constraint enterprises is stronger. The research conclusions of this paper further provide a new path for the policy development of government procurement and have great reference value to help promote the technological innovation of enterprises.
