Putting Action in Climate Action Plans: How Equity-Centered Goals are Implemented in California Cities

Many U.S. cities are adopting ambitious climate adaptation and mitigation policies to transition toward greater resilience. Centering the needs of historically marginalized communities is a necessary component of this transition, but implementation of such efforts has often stalled. This study develops and applies an evaluation framework that integrates document analysis, a quantitative scoring system, and interviews with seven city officials to examine how 20 small- and medium-sized California cities with equity goals in their climate action plans (CAPs) establish implementation strategies and progress toward implementation. We find that cities deploying robust implementation strategies involving committed political leadership, designated equity officials, vulnerability assessments, and extensive community engagement tend to demonstrate better progress toward their climate equity goals; however, their implementation efforts generally remain in early stages and are limited to easily achievable milestones rather than systemic changes. Bridging the implementation gap in equity-centered urban adaptation demands measurable targets with dedicated funding, integrative justice strategies, and reduced participation barriers.

Abstract

Many U.S. cities are adopting ambitious climate adaptation and mitigation policies to transition toward greater resilience.
