The principles of ownership
Local authorities in Denmark and in Poland operate within different political, economic and legal frameworks. So, before analyzing the organization and actions of these authorities we have to identify the external conditions characteristic of each political system. First, the principles of ownership will be described, as they differ greatly between the two countries. In Denmark private ownership dominates although local government ownership plays an important role; in Poland ownership by local government does not exist and private ownership is very restricted.
